Etymology

The word comes from the triliteral Semitic root ق ر ر (q-r-r), whose core sense is settling, resting, or becoming firm. Arabic builds mustaqirr from Form X of this root, istaqarra, which adds a reflexive, self-directed meaning: to make oneself settle. The active participle mustaqirr therefore describes something that has settled itself into a fixed state, hence stable.
