مُسْتَمِرّ is the active participle of the Form X verb اسْتَمَرّ, built on the triliteral root م-ر-ر, which carries the basic sense of passing or flowing by. Form X often marks seeking or settling into a state, so istamarra came to mean keeping on passing, that is, to continue or persist. مستمر thus literally describes something that keeps going.
