Etymology
The verb comes from the Semitic root r-h-n, which carries the core idea of a pledge or collateral, as in the noun rahn, meaning a mortgage or a security deposit. The Form III pattern faːʕala adds a reciprocal sense, turning a one-sided pledge into an exchange between two parties. That reciprocal pledge is exactly what a bet is: each side stakes something, and one side collects.
