نَظَّم comes from the triliteral Semitic root ن ظ م (n-ẓ-m), whose base sense is stringing things together in a line, as beads on a thread. The basic Form I verb نَظَمَ means to string pearls or to compose verse, since poetry lines up words the way a thread lines up beads. Form II نَظَّم doubles the middle root letter to give an intensive or causative sense, so the meaning shifts from stringing to actively putting many things into a working order: to organize.
