The verb comes from the Semitic root w-sh-y, whose base sense is to color or embroider a fabric with varied patterns. From adorning cloth the meaning shifted to dressing up words, that is, embellishing a report against someone. Classical Arabic then fixed the sense of malicious informing and slander.
