αυστηρός descends from ancient Greek αὐστηρός, which described a harsh, astringent taste, like unripe wine or fruit. It comes from αὔειν, to dry or parch, tied to a root meaning dry. Over time the sense moved from a physical dry taste to a harsh, unyielding character or rule. English austere entered through Latin austerus from this same Greek word, so the two are direct relatives.
