Etymology
Romanian borrowed șef from French chef in the nineteenth century, as part of a wave of French loanwords tied to modern administration and the military. French chef itself descends from Latin caput, meaning head. Romanian formed the feminine șefă by adding the native feminine suffix -ă, and șefa is simply that feminine noun with the enclitic definite article -a attached.
