Romanian borrowed "gest" from French "geste" in the 19th century, during the wave of French-based modernization of Romanian vocabulary. The French word goes back to Latin "gestus", the past participle of "gerere" (to carry, to bear, to perform an action). The Latin verb's own deeper origin is not firmly established, so no reliable Proto-Indo-European root can be given.
