Etymology

Petrecere is the action noun built from the verb a petrece, which Romanian dictionaries trace to a Vulgar Latin form combining per- and trahere, roughly "to draw along, to accompany." The verb first meant "to see someone off" or "to pass time together," and only later narrowed to "to enjoy oneself, to celebrate." The noun petrecere simply names that activity: a passing of time in company, hence a party.
