Sfat entered Romanian from Old Church Slavonic sŭvětŭ, meaning counsel or agreement. The same Slavic root gave Russian sovet, which is why a Soviet council and a piece of advice share history. In Romanian the word kept both senses: personal advice and, in older or regional usage, a governing council.
