Etymology

أَوْلَوِيَّة is a modern abstract noun built from أَوْلَى, the elative form meaning 'more deserving' or 'prior', which comes from the old Semitic root و-ل-ي (to be near, to follow, to have charge of). Arabic reformers in the 19th and 20th centuries coined many such abstract nouns by adding the suffix ـِيَّة to an existing adjective, the same pattern seen in حُرِّيَّة (freedom) from حُرّ (free). The word entered common use as Arabic needed a term for administrative and political 'priority'.
