إخلاء is the verbal noun of the causative Form IV verb أخلى, meaning to make something empty. It comes from the Semitic root خ-ل-و, which carries the core sense of being empty, vacant, or alone. The same root gives خلا, to be empty or free of something, and خالٍ, empty or vacant. This is a Semitic root, not an Indo-European one, so no PIE ancestor applies.
