Etymology

تَكَوَّن comes from the triliteral Semitic root ك-و-ن (k-w-n), the same root behind كان (kāna, "was, to be"). It is built in Form V (tafaʿʿala), a pattern that adds a reflexive or gradual sense to a root. So where كان expresses simple existence, تَكَوَّن expresses the process of coming into that existence, forming or developing over time.
