تَوَقُّع is the verbal noun of تَوَقَّعَ, a Form V verb built on the root و-ق-ع, whose base meaning is to fall, occur, or happen. Form V often adds a reflexive or estimative sense to a root, so تَوَقَّعَ came to mean picturing to oneself that something is about to occur, hence to expect. The noun تَوَقُّع now covers everyday expectation as well as formal forecasting, and its plural تَوَقُّعَات is standard in weather and financial reports.
