Etymology

تُلُوّ comes from the Arabic root ت-ل-و, which gives the verb تلا (talā), meaning to follow or to recite in order. The word is the masdar, or verbal noun, built on the فُعُول pattern, so it names the abstract act of following or coming after. Because the root ends in a weak و, that letter fuses with the pattern's own و, producing the doubled و you see in تُلُوّ rather than a separate syllable. The same root gave تلاوة, the term for reciting the Quran verse by verse, while تُلُوّ kept the broader sense of succession in time or order.
