Etymology
The root ح-ف-ل (ḥ-f-l) gives the verb حَفَلَ, meaning to gather, throng, or make much of something. حافِل is the active participle of that verb, so it literally describes something in the state of gathering or thronging. Over time the sense settled on crowded, full, or rich with content. This is a Semitic root with no link to Indo-European vocabulary, so no PIE root applies.
