حَزْم comes from the Arabic root ح-ز-م, whose base verb حَزَمَ originally meant to bind or tie something tightly, as with a belt or bundle. From that concrete sense of a firm, secure binding, the language extended the meaning to a firmness of mind: someone who holds their resolve the way a tight knot holds its shape. The noun حِزَام, belt, comes from the same root and keeps the literal sense alive.
