Etymology

دائِرَة comes from the Semitic root د-و-ر (d-w-r), 'to turn, revolve, go around'. It is the feminine active participle of the verb دارَ, 'to turn', so it first meant 'the thing that goes around', then 'circle'. From the idea of an enclosed round area came the later senses of a government department and an electoral district. The same root produced مُدير, 'director', and دَوْرة, 'cycle'.
