عامَل comes from the Semitic root ع-م-ل (ʿ-m-l), which carries the basic sense of work or action. The base verb عَمِلَ means to work or to do. The Form III pattern فَاعَلَ, seen here as عَامَلَ, extends that meaning toward another person, giving the sense of treating or dealing with someone in a particular way. The same root produces عَمَل (work) and عَامِل (worker), so treating a person is framed as directing action toward them.
