Etymology
تَعَلُّم is the verbal noun of the Form V verb تَعَلَّمَ (ta'allama), built on the triliteral root ع-ل-م ('-l-m), which carries the core sense of knowing or marking something as known. Form V adds a reflexive sense to the base meaning, so where عَلِمَ means simply 'to know' and عَلَّمَ (Form II) means 'to teach', تَعَلَّمَ means 'to teach oneself' or 'to learn'. The masdar pattern تَفَعُّل turns that verb into the abstract noun for the process itself.
