Etymology
مُخَصَّص is the passive participle of the Form II verb خَصَّصَ (khaṣṣaṣa), built on the Semitic root خ-ص-ص (kh-ṣ-ṣ), which carries the sense of specificity and exclusiveness. Doubling the middle root letter in Form II gives the verb a causative, intensive meaning: to make something specific to, to set apart for a purpose. The resulting participle describes something that has been set aside or made exclusive to a particular use.
