The verb comes from the Semitic root ʿ-w-d, whose basic sense is to return or to recur. Arabic builds عَوَّد in Form II, which doubles the middle root letter to mark a causative meaning: to make someone return repeatedly to a practice until it sticks. That is how a root about returning ends up meaning to accustom or habituate.
