مقرّ is a place noun built from the root ق ر ر (q-r-r), whose core sense is to settle, be firm, or come to rest. Classical Arabic uses the مَفْعَل pattern to name the place where an action happens, so مقرّ literally means the place where something settles or stays fixed. The same root gives قرار (decision, stability), since a decision is a matter that has come to rest. Arabic is a Semitic language, so this root has no Indo-European ancestor.
