Amara comes from the triliteral Semitic root ʾ-m-r, one of the most productive roots in Arabic. The same root gives Arabic its everyday word for an order or a matter, and its terms for a prince and for an emirate. Hebrew keeps a cognate root, though its meaning drifted toward simply saying something rather than commanding it.
