مُدَمِّر comes from the Arabic root د-م-ر (d-m-r), which carries the sense of ruin or destruction. The verb دَمَّرَ, built on Form II with a doubled middle consonant, turns this into a causative: to destroy or lay waste to something. مُدَمِّر is the active participle of that verb, so it describes the thing or person doing the destroying. Arabic is a Semitic language, not Indo-European, so it has no Proto-Indo-European root.
