مُراقِب is the active participle of the Form III verb راقَبَ, meaning to watch closely or keep under observation. Both come from the Arabic triliteral root ر ق ب, which carries the core sense of watching, guarding, and taking notice. The prefix مُ- turns the verb into an agent noun, so the word literally names the person who does the watching. This is an internal Arabic derivation, not a borrowing from another language.
