Arabic is a Semitic language, so it has no Proto-Indo-European root. مُفَوَّض comes from the triliteral Arabic root ف-و-ض (f-w-ḍ), whose core sense is entrusting a matter to someone else. The Form II verb فَوَّضَ (fawwaḍa) means 'to delegate authority to' or 'to authorize', and مُفَوَّض is its passive participle, literally 'one who has been delegated'.
