نافِذ is the active participle of the verb نَفَذَ, from the Semitic root ن-ف-ذ, meaning to pass through or penetrate. The sense moved from physical piercing to the figurative idea of a law or decision that takes hold and stays in force. The same root gives words for influence and execution.
