The word comes from the Semitic root w-q-f, which carries the core sense of standing or stopping. The base verb waqafa means to stop or stand still on one's own. Doubling the middle consonant produces the Form II verb waqqafa, which shifts the meaning to causative: to make someone or something else stop. This pattern is common in Arabic for turning an intransitive action into a transitive one.
