Borrowed from French «toilette», originally 'a small cloth', the diminutive of «toile» 'cloth', which descends from Latin «tela» 'web, woven fabric'. The French word came to denote first the act of washing and dressing and then, by extension, the place set aside for it. The very same source gave English 'toilet', so the two words are doublets.
