φρουρά comes from φρουρός, a contracted form of the earlier προ-ορός, built from πρό (before, forward) and a stem tied to ὁράω (to see, to watch). The original sense was something like one who watches ahead, which narrowed over time to guard, and then to guard duty or garrison. The present stem of ὁράω has a disputed origin, so no secure Proto-Indo-European root can be given here with confidence.
