Anulat is the past participle of the verb a anula, meaning to cancel or annul. Romanian borrowed a anula from French annuler, which goes back to Latin annullare, built from ad- (to) and nullus (none, not any). Nullus itself breaks down to ne (not) plus ullus, a diminutive tied to unus (one), so the underlying idea is reducing something to not even one, to nothing.
