أَقْدَر is the elative form built on the triliteral root ق-د-ر, which carries the linked senses of measuring, having power, and being able. The pattern أَفْعَل turns the base sense of ability into a comparison, giving "more able" or "most able." It belongs to the same family as قُدْرة (power), قادِر (able), and قَدير (almighty).
