تَأْخِير is the verbal noun (masdar) of the Form II verb أَخَّرَ, meaning to put something behind or postpone it. Both come from the triliteral Semitic root ء-خ-ر, whose core sense is 'to be behind' or 'to be last'. The same root gives آخِر, meaning last or final, and أُخْرَى, meaning other in the feminine.
