تَوَتُّر comes from the Semitic root و-ت-ر, whose core noun وَتَر (watar) means a bowstring, a chord, or a tendon. The verb تَوَتَّرَ (Form V) describes something pulled taut like a string. Its verbal noun تَوَتُّر came to mean the state of being stretched tight, and by extension, physical, nervous, or political tension.
