Etymology

The word comes from the Arabic root ح ر ب (ḥ-r-b), tied to the noun حَرْب (ḥarb), meaning war. Adding the nisba suffix ـِيّ (-iyy), which works much like English -ic or -al, turns the noun into a relative adjective meaning of war or pertaining to war. This is a native Semitic root, not an Indo-European one, so it has no PIE ancestor.
