خاطَر comes from the Semitic root خ-ط-ر, tied to the idea of danger and consequence. The base noun خَطَر means danger or peril. Arabic builds the Form III verb خاطَرَ from this noun using the فاعَل pattern, which often marks an action one party undertakes toward or with something. That gives the sense of deliberately putting oneself into danger, that is, to risk.
