The verb comes from the triliteral Semitic root ق-د-م (q-d-m), which carries the idea of front, precedence, and being ahead. The doubled middle radical marks Form II, a derived pattern that here adds a causative sense. So the literal force is to put something forward, which became to present, offer, or submit.
