Etymology

Όποιος combines the relative prefix ο-, from ancient ὅς meaning 'who' or 'which', with ποιος, an old interrogative pronoun meaning 'what kind of'. Turning a question into a relative form changes 'what kind?' into an open reference: 'whatever kind, whoever'. Ποιος itself continues a Proto-Indo-European interrogative stem that also produced Latin qualis and English which and who, through different regular sound changes from the same ancestral consonant.
