Petrece is built from the prefix pe- (from Latin per-, meaning through or thoroughly) attached to trece, the ordinary Romanian verb for to pass. The combined sense was to pass through completely, which broadened over time into to pass time, to spend, to accompany someone on part of their way, and finally to celebrate or have a good time. The core image, of time or a journey passed together, still runs through all its modern uses.
