Romanian borrowed "a se referi" from French "référer" during the nineteenth-century push to re-Latinize the language. French took it from Latin "referre", built from "re-" (back) and "ferre" (to carry). The sense shifted from a literal carrying back to the abstract act of pointing a statement back to its source or subject.
