أَخْبَرَ is the Form IV (causative, ʼafʿala) verb built on the triliteral Semitic root خ-ب-ر (kh-b-r), whose core sense is 'news, report, knowledge.' The causative pattern adds the force of 'making someone know,' so the verb literally means 'to cause (someone) to have the news' — i.e., to inform. The same root yields خَبَر ('news') and خَبير ('expert'). As a Semitic root it has no Indo-European ancestry.
