διαθέτω comes from the prefix δια- (through, across) added to the ancient verb τίθημι (to put, to place). Together they originally meant to arrange or put things in order, and later to put something at someone's disposal. The modern sense of having something available, or offering it for use or sale, grew naturally from that idea of arranging resources so they are ready.
